　　海南 (略) 计划对B767飞机发动 (略) 置项目进行公开招标，欢迎符合条件的单位踊跃参与，现将有关事宜公告如下。

　　一、招标内容

　　B767飞机发动机及AP (略) 置，包含1台发动机和1台APU，资产包对 (略) 、序号、名称、数量等信息如本文附件。投标人对整包进行报价。

　　二、资格条件

　　（一）我司合格供应商参与投标默认符合资格要求。

　　（二）非我司合格供应商需提供营业执照或同等证明材料，确保资金来源合法。

　　三、招投标形式

　　（一）招标形式

　　各有意向购买单位请在规定时间内完成报名、提交企业资质（我司合格供应 (略) 家无需提供），经招标方审核通过后通知意向单位，以密封询价方式定向发布标书。

　　（二）招标文件发布时间

　　招标文件以发出时间为准，无须投标人现场购置标书。

　　（三）标书递交方式

　　本次投标方式为网上投标，各应标方以密封方式投标。在截标有效期内，可对投标附件进行撤回修改，以最终提交的报价附件为有效报价；超过截标时间将视为投标无效。如有特殊需要，招标方可适当提前或延长截标时间。具体投标报价应标响应时间，以密封报价接收时间为准。

　　（四）投标截止时间和开标时间

　　投标截止时间和开标时间以招标方书面通知时间为准。

　　四、付款方式

　　买方预付。

　　五、器材实物及证书资料交割方式

　　（一）工厂交货（EXW）贸易方式，由买方或其代理人到我司指定航材库房查验货物并由买方自行负责包装运输及清关（如需）等事宜。

　　（二）收到买方付款后一个月内放货，具体以最终谈判商定为准。

　　六、投标费用

　　（一）本项目需缴纳招标费500元人民币，要求在截标之前缴纳。

　　（二）通过对报名单位提交的资质材料进行审核，审核通过并缴纳投标保证金后方可参与投标，需缴纳保证金5万元人民币，必须公对公账户转账。招标结束后，中标单位的保证金可转为履约资金，未中标单位的投标保证金在中标结果公示结束后1个月内全额无息退还。

　　七、违约责任

　　若投标单位中标后不履约，我司将没收其投标保证金并将其列入海南航空失信企业名单（黑名单）。

　　Bidding Announcement of B767 Aircraft Engine and APU of Hainan Airlines

　　Hainan Airlines Holdings Co., Ltd.（Herein referenced as “Tenderee”）intends to conduct public bidding for B767 aircraft engine and APU, eligible companies are welcome to participate in the bidding.

　　Tenderee hereby announces the relevant matters as follows:

　　1. Bidding Content

　　B767 aircraft engine and APU are packaged and disposed as a whole. There are one engine and one APU in one asset package. The part number,serial number, description, quantity and other information corresponding to the asset package are shown in the annex. The bidder shall quote for the whole package.

　　2. Qualification requirements

　　(1) Qualified suppliers of our company participate in the bidding and meet the qualification requirements by default.

　　(2) Non qualified suppliers of our company need to provide business license or equivalent certification materials to ensure the legal source of funds.

　　3. Form of bidding and tendering

　　(1) Bidding form

　　All interested purchasers are requested to complete the registration and submit the enterprise qualification (the manufacturers in the list of qualified suppliers of Hainan Airlines Holding Co., Ltd do not need to provide it) within the specified time,the bid inviter will notify the interested parties after approval, and issue the bid in the form of confidential inquiry.

　　(2) Issuance of bidding documents

　　The bidding documents shall be subject to the issuing time, and the bidders are not required to purchase the bid on site.

　　(3) Bid submissions

　　The bid submissions are online, and all bidders submit bids by sealed email. Within the validity period of bid closing, the bid attachment can be withdrawn and modified, and the finally submitted quotation attachment is the valid quotation; If the bid deadline is exceeded, the bid will be deemed invalid. In case of special needs, the bid inviter can appropriately advance or extend the bid closing time. The specific response time of bidding quotation shall be subject to the receiving time of confidential quotation.

　　(4) Bid deadline and bid opening time

　　The bid deadline and bid opening time shall be subject to the written notice of the tenderee.

　　4. Payment Method

　　Purchaser prepayment.

　　5. Delivery method of equipment and certificate documents

　　(1) Ex works (EXW) trade mode: the buyer or its agent shall inspect the goods in the warehouse designated by our company, and the buyer shall be responsible for packaging, transportation and customs clearance (if necessary).

　　(2) Release the goods within one month after receiving the buyer"s payment, which shall be subject to the final negotiation.

　　6. Bid costs

　　(1) The bidding fee for this project is RMB 500, which is required to be paid before the bid closing.

　　(2) After reviewing the qualification materials submitted by the applicant, you can participate in the bidding only after passing the review and paying the bid security. You need to pay the bid security of RMB 50,000(The US dollar is settled at the current exchange rate), which must be transferred from a public account to a public account. After the bidding, the bid security of the winning bidder can be converted into performance funds, and the bid security of the unsuccessful bidder will be returned in full without interest within one month after the publicity of the winning bid results.

　　7. Liability for breach of contract

　　If the bidder fails to perform the contract after winning the bid, our company will confiscate its bid bond and put it on the list of Trust-breaking enterprises of Hainan Airlines (The blacklist).
