Shanghai International Tendering Co., L *** entrustedby Hainan Guoshan Industrial Co., Ltd. and Hainan Guoxu Industrial Co., Ltd. under Hainan Development Holdings Co., L *** conduct an international public solicitation forthe conceptual schemeof D * &D * Plot Project in the Central Area of Dayingshan New City, Haikou City. Applicants who meet the requirements are welcome to sign up for this solicitation ac *** this solicitation, applicants will be prequalified first, and only those who have passed the prequalification can enter the subsequent solicitation stage as qualified participants.

In early September * , Hainan Holdings completed the delivery of fourparcels (C * , C * , D * , D * ) on Guoxing Avenue. According to the work arrangement, the preliminary design work for plots D * and D * is now *** order to ensure the quality of the project, showcase the construction results of the free trade port, and enhance the urban image of the Dayingshan CBD, it is planned to conduct a scheme solicitation for the architectural concept of the D * and D * projects through international solicitation.

Plots D * and D * in Dayingshan Area, Haikou City, Hainan Province are located in Dayingshan CBD, south of Guoxing Avenue and east of Riyue Square. D * plot covers an area of 2. * hectares, the plot ratio is 4. * , the height limit is * m, the building density is ≤ * %, and the green area ratio is ≥ * %. D * plot covers an area of 2. * hectares, the plot ratio is 4. * , the height limit is * m, the building density is ≤ * %, and the green area ratio is ≥ * %.

The floor area of D * and D * plots is about * , * square meters, and the underground building area is not counting. The total development amount is determined according to the architectural design plan. The public part should consider connecting the D * and D * plots above and below ground, and the specific indicators are determined according to the design plan.

3．申请人资格要求

（1）申请人必须是独立的法人；

（3）境外申请人（指在中国境外，包括台港澳地区注册的法人，下同） (略) 在国家或地区合法注册，具有相应设计许可；如境外申请 (略) ，并以子公司名义报名，该子公司视为境外申请人，不要求满足第（2）条境内申请人资质条件，但需 (略) 的关系证明；

Overseas applicants (referring to legal entitiesregistered outside mainland China, including those registered in Taiwan, Hong Kong and Macao, similarly hereinafter) must be legally registered in the country or region where they are located and permitted for corresponding de *** an overseas applicant has registered a subsidiary in mainland China and is going to sign up in the name of such subsidiary, the subsidiary is regarded as an overseas applicant and thus not required to meet the qualification requirements for domestic applicants set in Article 2; however, it shall provide proof of the relationship with its overseas parent company.

VI. Shortlisting

申请人递交了资格预审申请文件后，资 (略) 会 (略) 综合评审和比较，遴选出4名申请人作为入围的应征人进入本项目的正式征集阶段。如申请人数量正好为4名，资 (略) 将对申请人的综合情况、项 (略) (略) 是否符合项目要求的判定，如判定符合项目要求，4名申请人直接入围。如申请人不足4名，征集人保留重新组织资格预审的权利。

Once applicants have submitted prequalification application documents, the Prequalification Review Board will conduct a comprehensive review of all applicants, and select fourapplicants as shortlisted participantsfor the formal solicitation stage. If the number of applicants is exactly 4, the Prequalification Review Boardwill determine whether the applicant"s comprehensive situation, project performance and team composition meet the project requirements. If it is determined that the project requirements are met, 4 applicants will be directly shortlisted. If there are less than 4 applicants, the solicitor reserves the right to reorganize the prequalification.

7. 方案征集费

入围进入正式征集阶段的4名应征人在最终设计方案评审结束， (略) 评定符合最终设计任务要求的，将获得方案征集费 * 万人民币（含税）。若应征人的设计方案获得优胜，将承担相关概念方案深化设计工作， (略) 获得深化设计费 * 万人民币（含税）。

Fourparticipants shortlisted for the formal solicitation stagewill be compensateda fee of CNY2, * , * (tax included)each after the review of final design proposals is completed and the proposals are deemed by the Expert Panelas consistent with the requirements ofthe Design Program.Theparticipant who winsthe first prize will undertake related deepen design workof architecturalconcept and bepaidDeepen Design Fee of CNY2, * , * . * (tax included) separately.

8. 征集活动时间安排
